QUIDADOO (?), SECRETARY OF THE TREASURY; there is a space of 1/2 with a sailor on the right holding a piece of paper which says WE DEPEND ON YOU; on the left is a soldier holding a flag with one hand, and his hat in the other; the bottom quarter is a band in blue with words in yellow saying BUY A UNITED STATES GOVERNMENT BOND OF THE 2ND LIBERTY LOAN OF 1917; the border around the design has been cut off but a small section on the lower edge right side remains giving the name of the printing company EDWARDS & DEUTSCH LITHO CO., CHICAGO
